DSS Siege On Our Lagos Office Threat To Anti-corruption Fight – EFCC

The Economic and Financial Crimes Commission (EFCC) has raised the alarm over siege to its Lagos Office by the Department of Security Services (DSS), saying the action was a threat to the fight against economic and financial crimes in the country.

The anti-graft agency said DSS operatives laid siege to its part of Awolowo Road, Ikoyi, Lagos office, thereby preventing its operatives from gaining access to the facility.

According to a post on its verified social media handles on Tuesday morning, EFCC said the operatives of its Lagos Command arrived at their office on No. 15 Awolowo Road, Ikoyi, on Tuesday morning, to be denied entry by agents of the Department of State Services, who had barricaded the entrance with armoured personnel carriers.

“This development is strange to the Commission given that we have cohabited with the DSS in that facility for 20 years without incident.

“By denying operatives access to their offices, the Commission’s operations at its largest hub with over 500 personnel, hundreds of exhibits, and many suspects in detention have been disrupted.

“Cases scheduled for court hearing today have been aborted, while many suspects who had been invited for questioning are left unattended.

“Even more alarming is that suspects in detention are left without care with grave implications for their rights as inmates.

“All of these have wilder implications for the nation’s fight against economic and financial crimes.

“The siege is inconsistent with the synergy expected of agencies working for the same government and nation, especially when there are ongoing discussions on the matter,” EFCC stated.

However, reacting to the accusation, the DSS denied the allegations in a statement signed by, Peter Afunanya on Tuesday.

The statement reads in part “It is not correct that the DSS barricaded EFCC from entering its office. No. It is not true. There is no controversy over No 15A Awolowo Road as being insinuated by the Media”

“There is no rivalry between the Service and the EFCC over and about anything. Please do not create any imaginary one. They are great partners working for the good of the nation. Dismiss any falsehood of a fight”, the statement added.

 

 

WIKE HONOURS EL-RUFAI, UZODIMMA, FUBARA OTHERS

Governor Nyesom Wike has conferred the highest Rivers State honours, the Grand Service Star of Rivers State (GSSRS), on eight individuals including, governors of Imo State, Hope Uzodimma; Mallam Nasir El-Rufai (Kaduna) and Rivers’ governor-elect Sir Siminialayi Fubara.

Others were the governors of Kebbi State, Abubakar Atiku Bagudu, Mohammed Badaru Abubakar (Jigawa); the former governors of Akwa Ibim, Godswill Obot Akpabio, John Olukayode Fayemi (Ekiti), and Senator Abdulaziz Abubakar Yari (Zamfara).

Governor Wike, while delivering his valedictory speech at a State and honoursaward night in Port Harcourt on Saturday night, said the second, third, and fourth- categories of honourees cut across a broader spectrum of society.

The governor said the seven governors and former governors honoured by the State belong to the country’s highly intelligent, committed, and hardworking servant-leaders who have distinguished themselves in public service with phenomenal performance records.

“Most of all, they are prominent power brokers among the Governors of the All Progressives Congress (APC), who signed, undertook, and worked day and night to deliver our collective aspirations for a southern president in the 2023 general elections at significant risks to their political life.

“Their lives, reputation, exploits, and achievements are like open books, so we all know who and what they are, what they stand for, and which interests they represent and project. They have proven to be leaders made for the times rather than the ones the times and circumstances accidentally produced.

“We honour and celebrate these fellow compatriots’ inspirational achievements, exemplary leadership, profound service, love for the motherland, and contributions to national cohesion, democracy, equity, and justice.”

Governor Wike, said the inception of his administration was rough and turbulent, because the then outgoing governor Rotimi Amaechi, was very hostile and rancorous. According to him, he also met an empty State treasury, huge public debts, a hostile political environment, and a federal government turned against us by the former governor.

“He initially struggled to prevent us from being sworn in by going to three different courts for restraining orders. When this failed, he challenged our electoral victory and had it nullified at the tribunal and the Court of Appeal.

“Our mandate was restored by the Supreme Court after nearly one year of legal battles. But, all three senatorial seats, a sizeable number of the House of Representatives, and over half of the State House of Assembly seats were nullified, leaving the State without representation at the National Assembly and a functional State House of Assembly. Our candidates for these offices were later subjected to a series of tempestuous re-runs before some managed to reclaim their mandates.”

He accused his predecessor of laying social and economic landmines such as the shut down the State House of Assembly complex and courts with the sole intent to cripple his administration. And having decimated the State’s governance institutions, his predecessor shifted his targets to the State’s treasury, including the statutory reserved funds, and emptied it with impunity.

“He sold our valued assets, realized over $415,000,000.00 (four and fifteen million United States Dollars), and siphoned it entirely out of the State’s treasury in under two weeks. He embarked on some bogus projects he never intended to execute but to serve as conduit pipes to fritter State resources for himself, political cronies, and business partners.

“The less than one-kilometre monorail project, the multi-story Karibi-Whyte Hospital, the new Rivers State University, the Greater Port Harcourt City, and the M10 road projects are some of the elephant projects he purportedly initiated but failed at foundation levels after expending billions of public funds. He piled up debts by stopping to pay contractors and salaries to civil servants and other categories of workers, including pensioners and sportsmen, and women.”

Despite initial challenges that beset his administration, the governor said he was able to overcome them to reposition the judiciary, delivered unprecedented 12 flyovers and constructed over 900 kilometres of Trunk-A roads and over 200 kilometres of internal roads across the State.

The governor hinted that Rivers State will remain a Peoples Democratic Party , PDP, state so for the foreseeable future. He however, stressed that the interest of Rivers State transcends political party confines and affiliations.

He maintained that it is the right of the people of Rivers State to participate in decision-making at the highest level. And it is also their right to follow the political path that guarantees a better deal for the State and people.

“Accordingly, we made the right choice when we opted for unity, equity, fairness, and justice in our consideration for a Southern Presidency during the 2023 general elections. I assure you that we are in the right direction. Rivers State is politically connected to the Centre and will be better for it more than ever this time. There is nothing to regret.”

The governor used the occasion to admonish his successor, Sir Fubara to consult and work for the people’s interest. He also urged him to be wary of enemies within who easily betray for a porridge platter or lie to inflame divisions among in the State.

“You must be careful about the political environment. Toxic politics will not help advance our State. Think through before you act, but be bold and ready to make the hard decisions. Only effective leadership can help us.”

The governor of Kaduna State, Mallam Nasir El-Rufai, who spoke on behalf of the honourees, thanked governor Wike for finding them worthy to be bestowed with the State highest honour.

He said though they were not of the same political party with governor Wike, they share a lot in common such as the quest for southern presidency, true federalism and unity of the country.

Farewell Message to the people of Kaduna State

Remarks by Malam Nasir El-Rufai on completion of his tenure as the Governor of Kaduna State, 29th May 2023

1. I wish to express my gratitude to the people of Kaduna State for the support they have provided me as their governor over the last eight years. I thank them for twice electing me to this office, and for the prayers, advice and counsel they have offered us.
2. At every step of the way during this journey of service, I have been able to count on the support and understanding of the people. In good times and in challenging moments, your support has buoyed us to serve you to the best of our ability. We have had to take difficult decisions, and most of our people have often understood that those steps were taken to uphold the common good. We are immensely grateful to the residents of our state.
3. As we conclude our period of service, I am confident that we have made Kaduna State a better place than we met it. We have made Kaduna State proud as an investment destination, a place of innovation in governance reforms and a state of equal opportunity for all who call it home. Our Kaduna is a state where every resident is a citizen.
4. We have made Kaduna State better prepared to address the challenges of today and tomorrow, and to harness the opportunities that are emerging. We have expanded access to education and health care. We have reformed our public school system to deliver free education for every child until they complete senior secondary school. We have placed primary health care at the heart of our health care delivery strategy. I am proud that we have guaranteed every child in Kaduna State the chance to climb the ladder of social mobility that a decent education and access to affordable health care offer. We have improved the chances of every child surviving infancy. We have reduced the chances that a woman would die from the perils of pregnancy.
5. Our appointments have shown that we value women and youths. We believe that we have a duty to carry every segment of society along in governance. We initiated programmes to empower people, but we have rejected any attempt to create, foster or exploit dependence. We provide for our pensioners; we were the first state to pay the new minimum wage and we wish that we can pay our public servants even better than that.
6. Under our watch, we have digitised the land registry, and laid the foundations for an efficient and fair tax system. We have built a government machinery that asserts the imperative of supporting business. We are changing perceptions and reorienting minds about the proper role of government in promoting social and economic development. We have put the people first as we promised. We have created metropolitan authorities to manage our cities and we have built more markets to expand access to commercial opportunities.
7. I thank the people for supporting the delivery of the urban renewal projects for the benefit of the entire state. Many of our people have borne the inconveniences of construction, including longer commuting times, the removal of some buildings, adjustment of fence lines and other attachments in the public interest. Several have been constructive in their attitude to matters of compensation and in reporting saboteurs. We remain grateful to them all.
8. Our government worked hard to firmly confront the security challenges that emerged. The measures we took ensured that we did not record any statewide crisis over the last eight years. We expanded the security footprint in the state, ensuring that more military bases and police divisions were established. We harnessed soft measures, like creating the Peace Commission, and we created a dedicated Ministry of Internal Security. We foresaw that banditry could mutate into a terrible menace. We galvanised neighbouring states for collaborative action to address the problem right from 2015.
9. In 2017, I requested the Federal Government to designate the emerging banditry as an insurgency and to unleash on them the full weight of the military. Sadly, this was not done until 2022 acting upon the declaration of the Federal High Court. It is a matter for regret that the Federal Government did not appreciate the gravity of the problem until banditry had wreaked so much havoc to the lives, liberty and the livelihoods of so many people. Although coordinated military action began later in 2022, the job remains incomplete. I therefore urge the incoming government to sustain the pressure on the bandits, insurgents and terrorists and make the military action comprehensive and simultaneous across the seven frontline states, six in the Northwest and Niger, that are most impacted.
10. As we complete our tenure, we have not relented in removing as many security threats as we can in order to help clear the deck for the incoming government. We have taken action against groups and individuals that are engaged in acts that are inimical to peace and lawful order in the state. We are removing the properties of identified sponsors of terrorism and those of unlawful societies that have been proscribed in this state. We have insisted on the primacy of law and order, and on asserting the prerogatives of the State in guaranteeing life and liberty. On security, I can say that we did all that is within the powers of a subnational to do, and resisted pressure to negotiate with or pay off the criminals.
11. We are leaving behind a net cash balance in our Treasury Single Account of about N5bn after deductions for the payment of salaries, pensions and dues to the Local Government Councils, and US $2.05m in our Domiciliary Account as of yesterday 28th May 2023. Kaduna State has receivables for reimbursements of infrastructure and security spending from the Federal Government amounting to about N41bn, that will be paid to the state in due course. This does not include the sums due to the State as share of the accumulated stamp duties receipts, estimated at over N100bn, that the incoming government will certainly receive before the end of this year. I am therefore optimistic that the incoming government will in due course be in a position to settle all inherited liabilities, complete ongoing projects and initiate new ones by the Grace of God.
12. We governed under very difficult fiscal circumstances, surviving two recessions, collapses of crude oil prices, the Covid-19 pandemic and the impact of the Russia-Ukraine war. We therefore had to borrow extensively to spend our way out of recession and pursue our ambition to make Kaduna great again.
13. As at the last financial year, Kaduna State has the following liabilities:
14. Domestic debt: N64.54bn
15. Other Contingent Liabilities: N16.06bn

iii. Foreign debts: US $577.32m

14. We have spent N818.9bn as capital expenditure between 2015 and 2022 in the prosecution of our first and second State Development Plans, attracting nearly US $5bn in foreign and domestic investments that created jobs, improved our tax receipts and laid a solid foundation for the future.
15. I pay tribute to the extraordinary work of our team in the Kaduna State Government. The Deputy Governor, the members of the State House of Assembly, our honourable Judges, Kadis, and magistrates, our commissioners, Permanent Secretaries, Local Government chairmen, special advisers, assistants and other government officials have displayed imagination and demonstrated commitment to help the Kaduna State Government to achieve set objectives, and I applaud them for living up to their oaths of office. Our traditional rulers and religious leaders have been exceptional partners in mobilising the populace to understand our policies and support our efforts. Our partners in civil society have been critical in enabling the government to appreciate the concerns of citizens without a voice.
16. Yesterday, I completed the administrative handover to my worthy successor, Distinguished Senator Uba Sani, and his able Deputy, Dr. Hadiza Sabuwa Balarabe. I call on the people of Kaduna State to support him and his team as he leads the next government. With your votes, you have vested in him the future direction of the state. Let us all pray for him to succeed in the service of the state and its people beyond our hopes and imagination.
17. Several members of our governing team broke down in tears at the valedictory session of the Executive Council, overwhelmed by the reality of saying goodbye. But goodbyes are not necessarily bad. In fact, goodbyes are part of the order of nature. Everything that has a beginning must have an end. One era ends and another begins. New leaders take charge and life continues. That is the cycle of life. Our duty is to keep hope alive and do our best, and leave the rest to Almighty God.
18. On my way to this inauguration, I entered the office of the Governor to leave on his desk a fold with three messages – a print of Desiderata by Max Ehlichmann, published in 1927, and the letter of the Fourth Rightly-Guided Caliph, Sayyidina Ali ibn Abu Talib, to Malik Ashtar when appointed the Governor of Syria over 1,000 years ago. The third is a hand-written note from me with some thoughts as he settles down to continue the leadership journey.
19. My brother and friend, I commiserate with you. You have a huge task ahead but I am confident you will be luckier in the next eight years than I have been in the last eight years. Remember, you cannot do this job alone. Your team, if competent and capable, will focus on delivering results and little else. If you are unlucky enough to choose people you like that have no capacity, they will resort to blaming every other person for failures than the real culprit, which is the team itself. Be careful to watch out for this.
20. May the Almighty continue to protect the people of Kaduna State. May He bless our endeavours and shower on this land peace, progress and prosperity. Farewell, thank you and God bless.

The Peoples Democratic Party (PDP) family is devastated by the death of one of its leading lights, member of the Board of Trustees (BoT) and National Executive Committee (NEC), media mogul, Statesman and Patriarch of the Dokpesi family, High Chief Raymond Aleogho Anthony Dokpesi (Ezomo of Weppa-Wanno Kingdom).

High Chief Dokpesi was an exceptionally committed and courageous nationalist, an insightful and loyal Partyman; brilliant and resourceful entrepreneur who was steadfast in his selfless contributions towards the unity, stability and development of our great Party and the nation at large.

As a patriotic Nigerian, High Chief Dokpesi deployed his media empire of Africa Independent Television (AIT) Ray Power FM and Faaji FM to champion the course of national development, promoted greater and affordable access to information across the country, stimulated good governance, enhanced economic growth and development in all critical sectors and opened our nation to international limelight and opportunities.

He was a detribalized Nigerian, who put the interest and wellbeing of our nation above every other consideration and made numerous positive landmarks in our national political, economic and social landscapes.

Chief Dokpesi’s death is indeed a colossal national loss and a big blow to the PDP family.

The PDP condoles with the Dokpesi family, the Daar Communication Group, the Government and people of Edo State, the Weppa-Wanno Kingdom, the Edo PDP family and prays to the Almighty God to grant us all the fortitude to bear this devastating loss and to High Chief Dokpesi, eternal rest in His Bosom.

…Charges Them to Remain Steadfast to PDP Commitment to Good Governance

The Peoples Democratic Party (PDP) congratulates the re-elected and newly elected State Governors on the platform of the Party on their inauguration today, May 29, 2023.

The PDP applauds re-elected Governors Ahmadu Fintiri of Adamawa State, Seyi Makinde of Oyo State and Bala Mohammed of Bauchi State, noting that their re-election is a testament of the approval by the people of their commitment to duty as demonstrated in their outstanding performances particularly in transforming their States in the last four years in line with manifesto of the PDP.

The Party, in the same vein, congratulates newly elected Governors Sheriff Oborevwori of Delta State, Umo Eno of Akwa Ibom State, Kefas Agbu of Taraba State, Dauda Lawal of Zamfara State, Siminalayi Fubara of Rivers State, Peter Mbah of Enugu State and Caleb Mutfwang of Plateau State for their successful inauguration and urges them to hit the ground running in delivering good governance in their respective States.

ASIWAJU BOLA AHMED TINUBU, GCFR: STEPPING INTO HISTORY

As Nigeria takes yet another momentous step on her journey towards greatness, it behoves us to join all good people in the country and our friends and well wishers from all over the world to celebrate this seamless transfer of power to a new set of elected leaders, at both the national and state levels. Most importantly, all decent people must pay glowing tributes to the commitment of the immediate past President and Commander-in-Chief of the Armed Forces, General Muhammadu Buhari, GCFR, for this phenomenal leap towards political stability and economic prosperity.

I congratulate the former Vice President of Nigeria, Prof Yemi Osinbajo, SAN, GCON, and other members of the Federal Executive Council for a successful tenure. I am confident that posterity will reserve a worthy mention for their collaborative efforts, which have bequeathed abiding legacies to this country, despite experiencing difficult moments, since assumption of office, till the very last days. I congratulate all members of the All Progressives Congress for the victory at the last polls.

On this occasion, I felicitate the new President, Senator Ahmed Bola Tinubu, GCFR, most heartily, for his resilience, equanimity, doggedness and uncommon tenacity to achieve set objectives. I congratulate the Vice President, Senator Kashim Shettima, GCON, for being a part of the team who will steer the affairs of the country for the next four years. I rejoice with the All Progressives Congress for working assiduously and sustaining the momentum until the final victory was won. I congratulate Nigerians for being witnesses to history.

We must admonish ourselves on the need to remain focused on the socio-economic programmes for the emancipation of our people. This is not the time to gloat on the electoral victories recorded in the last general elections. It is definitely not a season for recriminations. The rhetoric, which conveys the divisive nuance of “we against them” ought to have ceased with the declaration of the winners by the electoral body, INEC. This is the moment when all the new leaders must cast aside all tendencies which promote and deepen cleavages of different hues. All hands must be deployed on deck.

The task ahead is so enormous than to warrant attending to frivolities capable of distracting the new Administration. There must be conscious attempts to bring on board only those with proven capacity with regard to expertise. The President must ensure that all those who are bent on setting Nigerians on one another are neutralised. The new Administration has its jobs well defined, the very first being the urgent need to assisting in birthing a new constitutional order which takes into account, keenly, the principles of federalism.

The success recorded at fixing the basic defects in the 1999 Constitution, As Amended, will determine, largely, the pattern and the depth of the deliberative governance designed to achieve development. All existential issues will be addressed realistically. It is our duty to encourage the new Government to tread this honourable path. The new thinking should anticipate active participation by the constituent units of the Federation as coordinate partners in revenue generation and the security of lives and property of the citizenry.

I have no doubt that Mr President is ready to deliver on this mandate of rectitude. His record of service in Lagos State leaves no room for any doubt concerning his capacity to turn things around positively. The Federal Government should expect robust engagements from the Government and people of Ondo State who expressed confidence in the new leadership through the overwhelming support given the President at the last presidential election.

I, on behalf of the Government and the people of Ondo State, join other party leaders and members to congratulate the President and Commander-in-Chief of the Armed Forces, Senator Bola Ahmed Tinubu, GCFR, for the successful take-over of the mantle of leadership.

2023 Children’s Day: We’re Securing Our Children’s Future Through Investment In Education, Health, Infrastructure -Akeredolu

Ondo State Governor, Arakunrin Oluwarotimi Akeredolu, SAN, CON, has said his administration is committed to programs and policies that will secure the lives and future of Children in the State.

Governor Akeredolu, in his 2023 Children’s Day message, said deliberate investment in Education, Health, and Infrastructure will have fruitful effects on future generations.

The Governor, who said his administration is committed to massive investment in the children’s future, noted that his government had recorded huge investment in Education, Health, and Infrastructure.

“In our six years in the saddle, we have reconstructed and renovated over 800 Public Primary Schools. We understand the importance of building a formidable foundation for our Children, especially at the Basic Education Level.

“In view of this, we didn’t only reconstruct blocks of classroom; we also constructed perimeter fence for the security of our Children. Our Public Schools are equipped with new ICT centre, playground equipment and modern toilets.

“We also employed qualified teachers through the State Universal Basic Education Board to bridge the long-time shortage of teachers in our schools.

“We put all these in place to create a conducive learning environment for our Children and nurture their quest for a better education and good living. Our administration is determined to commit more resources to this vision.

“Our Primary Health Care delivery service has since received a major boost. Only recently, the

Ondo State Primary Health Development Agency won the Best Leadership Challenge Award in the South West with a Cash Award of Five Hundred Thousand US Dollars ($500,000).

“The Primary Health Care (PHC) Leadership Challenge Fund is a flagship programme of the Nigerian Governors’ Forum (NGF) to revamp the Primary Health Care Under One Roof (PHCUOR) policy in the country by maximising the commitment of state Governors to promoting a progressive increase in PHC funding, and ensuring all primary healthcare centres have the requisite human resource capacity.

“The Challenge is a joint project of the Bill and Melinda Gates Foundation, the United Nations International Children’s Emergency Fund (UNICEF), the Dangote Foundation and the National Primary Healthcare Development Agency (NPHCDA).

“Ondo State emerged first in the Southwest with a Cash Award of Five Hundred Thousand US Dollars ($500,000). This attested to our commitment in investing in the Primary Health Care service for our Pregnant women and Children.

“Aside, our administration has put in place the Abiyamo Maternal & Child Health Insurance Scheme (AMCHIS) as a State Equity Scheme for two sets of Vulnerables – Pregnant women and Under-5 children. This program is fully funded by the State Government.

“We have also continued to build infrastructure that will serve the next generation and sustain the economy and development of our dear State. These and more we are doing, bearing in mind that the future of our Children is the most important investment.” The Governor said.

While describing the Children as precious gifts from God and future leaders, the Governor assured that his administration will continue to give special attention to issues concerning children.

He charged the Children to always be of good character and shun bad company, adding that their studies should be the most important to them.

FAREWELL SPEECH BY HIS EXCELLENCY, MUHAMMADU BUHARI, PRESIDENT AND COMMANDER-IN-CHIEF, FEDERAL REPUBLIC OF NIGERIA

My fellow Nigerian brothers, sisters and friends of Nigeria.

2. I address you today, in my last assignment as a democratically elected President of our great and well-endowed nation, with a deep sense of gratitude to God, a great deal of appreciation to the Nigerian people and a modest sense of fulfilment.
3. Today we mark and celebrate another peaceful transition of power from one elected government to another in our steady march to improve and sustain Nigeria’s democracy.
4. This year we witnessed the most keenly contested Presidential Elections since the first Republic and this demonstrates that our democracy is getting better and more entrenched with each election.
5. We must as a nation improve and sustain gains we make in the electoral process, on an incremental basis for Nigeria to take its rightful place among Nations.
6. Our democracy provides for, allows and encourages seeking redress for perceived injustices, enabling some candidates and political parties that did not agree with the results to go to court.
7. Irrespective of the outcome of the various cases, I urge all parties involved to accept the decision of our courts and join hands to build a better Nigeria.
8. I salute the doggedness and resilience of all the Presidential Candidates and their political parties for believing in our judicial system by taking their grievances with the election results to court.
9. In the course of the campaigns, we had argued and disagreed on how to make Nigeria better but we never disagreed or had any doubts that Nigeria has to be better.
10. As your President, I call on all of us to bring to bear the strength of our individualism, the power of our unity, the convictions of our beliefs to make Nigeria work better and together with one spirit and one purpose.
11. To my brother, friend and fellow worker in the political terrain for the past ten years – Asiwaju Bola Ahmed Tinubu -, I congratulate you on the realisation of your dream, which was propelled by a burning passion to put Nigeria amongst the leading nations of the world.
12. You have indeed worked for this day and God has crowned your efforts. I have no doubt that your passion for excellence, reliance on competence, fairness in relationships, commitment to equity, loyalty to the country and desire for Nigeria to be globally relevant would come through for you, under God’s guidance, as you lead our country to levels higher that I am leaving.
13. You are the best candidate among all the contestants and Nigerians have chosen well.
14. The last eight years have been an exciting experience in my desire and commitment to see a Nigeria in which public goods and services are available, and accessible within a united, peaceful and secure nation.
15. Fellow Nigerians, on the strength of your overwhelming support for me and my political party, I started this journey with a great deal of promise and expectation from you. I never intended to be just politically correct but to do the correct things that will make meaningful impact on the lives of the common Nigerian.
16. This high expectation was not misplaced because, like the ordinary Nigerian, I had grown tired of watching the country progressively moving away from the path of correctness.
17. To ensure that our democracy remains resilient and our elected representatives remain accountable to the people, I am leaving behind an electoral process which guarantees that votes count, results are credible, elections are fair and transparent and the influence of money in politics reduced to the barest minimum. And Nigerians can elect leaders of their choice.
18. We are already seeing the outcome of this process as it provided an even playing field where persons without any political God-Father or access to money defeated other well-resourced candidates.
19. The Nigerian economy has become more resilient due to the various strategies put in place to ensure that our economy remained afloat during cases of global economic downturns.
20. You would all recall the supply chain disruptions and economic downturn that the world witnessed between 2020 and 2022 as a result of the COVID-19 pandemic. The deftness of our response to the pandemic still remains a global best practice.
21. Furthermore, we increased the ability of the poor and rural Nigerians to earn a living, provided more food for millions in our villages and gave our women opportunities to earn a living.
22. Young men and women in urban centres were also supported to put their skills into productive use. Our administration also provided an enabling environment for the private sector to engage in businesses for which their return on investments is guaranteed.
23. The private sector proved a strong partner in our drive to build a resilient and sustainable economy as evidenced by the growing number of turn-key projects in various sectors of the economy.
24. In the course of revamping the economy, we made some difficult choices, most of which yielded the desired results. Some of the measures led to temporary pain and suffering for which I sincerely apologised to my fellow countrymen, but the measures were taken for the over-all good of the country.
25. Mindful of the need to ensure adequate infrastructure to drive economic growth, we completed age-long projects and processes notably amongst which are the Petroleum Industry Act, completion of some power projects, completion of the second Niger bridge and various important roads linking cities and states.
26. Our battle to ensure that all Nigerians live in a safe and secure environment has achieved considerable results. As I complete my term in office, we have been able to reduce the incidences of banditry, terrorism, armed robbery and other criminal activities considerably.
27. To sustain the gains made so far, I call on all Nigerians to be more vigilant and support the security agencies by ensuring that our values defined by being your brothers’ keeper govern our actions.
28. Up-till now, I still grieve for our children still in captivity, mourn with parents, friends and relatives of all those that lost loved ones in the days of the senseless brigandage and carnage. For all those under unlawful captivity our Security Agencies are working round the clock to secure their release unharmed.
29. Fellow Nigerians, you know how dear the desire in my heart is, to rid the country of corrupt practices that had consistently diminished our efforts to be a great country.
30. I did pursue this commitment relentlessly, in spite of the expected push back. I am happy that considerable progress had been made in repatriating huge sums of money back to the country and also taken over properties illegally acquired from our common wealth.
31. To improve service delivery, we began the implementation of a number of reforms aimed at producing an Efficient, Productive, Incorruptible and Citizen-oriented (EPIC) Federal Civil Service and the results are beginning to show.
32. On the international scene, Nigeria’s influence continues to grow as exemplified by notable Nigerians occupying headship and leadership positions in renowned global bodies.
33. Our democracy is built on and continues to thrive on the principles of separation of powers. The leadership and members of the National Assembly deserve my appreciation for their patriotism which did not detract from their roles as a check to the executive arm.
34. I also want to use this opportunity to express my appreciation to a good number of Nigerians who provided their support and encouragement to help me navigate the exciting journey in moving Nigeria forward.
35. I cannot and will not forget the millions who prayed for me during my illness in my first term of office. I am constantly praying for you and for Nigeria to thrive in peace.
36. As I retire home to Daura, Katsina State, I feel fulfilled that we have started the Nigeria Re-Birth by taking the initial critical steps and I am convinced the in-coming administration will quicken the pace of this walk to see a Nigeria that fulfils its destiny to be a great nation.
37. I am confident that I am leaving office with Nigeria better in 2023 than in 2015.

OMO-AGEGE TO TINUBU: YOU WERE DESTINED TO LEAD NIGERIA

The Deputy President of the Senate, Senator Ovie Omo-Agege, has said that there were clear signs in the life of President Bola Ahmed Tinubu that indicated that he was destined to lead Nigeria.

Omo-Agege, in a congratulatory message to Asiwaju Tinubu on his swearing-in as president of Nigeria, said he was upbeat that Tinubu would surpass the achievements of his predecessor.

Senator Omo-Agege stressed that there was need to have the right leadership that would continue with the transformational legacy of the Muhammadu Buhari’s administration.

The Delta APC governorship candidate for the 2023 governorship election also solicited the support of Nigerians for the new administration.

FIRST INAUGURAL ADDRESS BY PRESIDENT BOLA AHMED TINUBU 29 MAY 2023

My Fellow Citizens,

I stand before you honoured to assume the sacred mandate you have given me. My love for this nation is abiding. My confidence in its people, unwavering. And my faith in God Almighty, absolute. I know that His hand shall provide the needed moral strength and clarity of purpose in those instances when we seem to have reached the limits of our human capacity.

This day is bold and majestic yet bright and full of spirit, as is our precious nation.

As a nation, we have long ago decided to march beyond the dimness of night into the open day of renewed national hope.

The question we now ask ourselves is whether to remain faithful to the work inherent in building a better society or retreat into the shadows of our unmet potential.

For me, there is but one answer. We are too great a nation and too grounded as a people to rob ourselves of our finest destiny.

This nation’s journey has been shaped by the prayers of millions, and the collective sacrifices of us all.

We have endured hardships that would have made other societies crumble.

Yet, we have shouldered the heavy burden to arrive at this sublime moment where the prospect of a better future merges with our improved capacity to create that future.

To the surprise of many but not to ourselves, we have more firmly established this land as a democracy in both word and deed.

The peaceful transition from one government to another is now our political tradition. This handover symbolizes our trust in God, our enduring faith in representative governance and our belief in our ability to reshape this nation into the society it was always meant to be.

Here, permit me to say a few words to my predecessor, President Muhammadu Buhari. Mr President, you have been an honest, patriotic leader who has done his best for the nation you love. On a more personal note, you are a worthy partner and friend. May History be kind to you.

For many years, Nigeria’s critics have trafficked the rumour that our nation will break apart, even perish.

Yet here we are. We have stumbled at times, but our resilience and diversity have kept us going.

Our burdens may make us bend at times, but they shall never break us.

Instead, we stand forth as Africa’s most populous nation and as the best hope and strongest champion of the Black Race.

As citizens, we declare as one unified people devoted to one unified national cause, that as long as this world exists, NIGERIA SHALL EXIST.

Today, Fate and Destiny join together to place the torch of human progress in our very hands. We dare not let it slip.

We lift high this torch so that it might shine on every household and in every heart that calls itself Nigerian. We hold this beam aloft because it lights our path with compassion, brotherhood, and peace. May this great light never extinguish.

Our administration shall govern on your behalf but never rule over you. We shall consult and dialogue but never dictate. We shall reach out to all but never put down a single person for holding views contrary to our own.

We are here to further mend and heal this nation, not tear and injure it.

In this vein, may I offer a few comments regarding the election that brought us to this juncture. It was a hard fought contest. And it was also fairly won. Since the advent of the Fourth Republic, Nigeria has not held an election of better quality.

The outcome reflected the will of the people. However, my victory does not render me any more Nigerian than my opponents. Nor does it render them any less patriotic.

They shall forever be my fellow compatriots. And I will treat them as such. They represent important constituencies and concerns that wisdom dare not ignore.

Some have taken their concerns to court. Seeking legal redress is their right and I fully defend their exercise of this right. This is the essence of the rule of law.

Over six decades ago, our founding fathers gave bravely of themselves to place Nigeria on the map as an independent nation.

We must never allow the labor of those who came before us to wither in vain but to blossom and bring forth a better reality.

Let us take the next great step in the journey they began and believed in.

Today, let us recommit our very selves to placing Nigeria in our hearts as the indispensable home for each and every one of us regardless of creed, ethnicity, or place of birth.

My supporters, I thank you. To those who voted otherwise, I extend my hand across the political divide. I ask you to grasp it in national affinity and brotherhood. For me, political coloration has faded away. All I see are Nigerians.

May we uphold these fitting and excellent notions as the new Nigerian ideal.

My fellow compatriots,

The Nigerian ideal which I speak of is more than just an improvement in economic and other statistics. These things are important; but they can never convey the fullness of our story.

Our mission is to improve our way of life in a manner that nurtures our humanity, encourages compassion toward one another, and duly rewards our collective effort to resolve the social ills that seek to divide us.

Our constitution and laws give us a nation on paper. We must work harder at bringing these noble documents to life by strengthening the bonds of economic collaboration, social cohesion, and cultural understanding. Let us develop a shared sense of fairness and equity.

The South must not only seek good for itself but must understand that its interests are served when good comes to the North. The North must see the South likewise.

Whether from the winding creeks of the Niger Delta, the vastness of the northern savannah, the boardrooms of Lagos, the bustling capital of Abuja, or the busy markets of Onitsha, you are all my people. As your president, I shall serve with prejudice toward none but compassion and amity towards all.

In the coming days and weeks, my team will publicly detail key aspects of our programme. Today, permit me to outline in broad terms a few initiatives that define our concept of progressive good governance in furtherance of the Nigerian ideal:

The principles that will guide our administration are simple:

1. Nigeria will be impartially governed according to the constitution and the rule of law.
2. We shall defend the nation from terror and all forms of criminality that threaten the peace and stability of our country and our subregion.
3. We shall remodel our economy to bring about growth and development through job creation, food security and an end of extreme poverty.
4. In our administration, Women and youth will feature prominently.
5. Our government will continue to take proactive steps such as championing a credit culture to discourage corruption while strengthening the effectiveness and efficiency of the various anti-corruption agencies.

SECURITY

Security shall be the top priority of our administration because neither prosperity nor justice can prevail amidst insecurity and violence.

To effectively tackle this menace, we shall reform both our security doctrine and its architecture.

We shall invest more in our security personnel, and this means more than an increase in number. We shall provide, better training, equipment, pay and firepower.

THE ECONOMY

On the economy, we will target a higher GDP growth and to significantly reduce unemployment.

We intend to accomplish this by taking the following steps:

First, budgetary reform stimulating the economy without engendering inflation will be instituted.

Second, industrial policy will utilize the full range of fiscal measures to promote domestic manufacturing and lessen import dependency.

Third, electricity will become more accessible and affordable to businesses and homes alike. Power generation should nearly double and transmission and distribution networks improved. We will encourage states to develop local sources as well.

I have a message for our investors, local and foreign: our government shall review all their complaints about multiple taxation and various anti-investment inhibitions.

We shall ensure that investors and foreign businesses repatriate their hard earned dividends and profits home.

JOBS

My administration must create meaningful opportunities for our youth. We shall honour our campaign commitment of one million new jobs in the digital economy.

Our government also shall work with the National Assembly to fashion an omnibus Jobs and Prosperity bill. This bill will give our administration the policy space to embark on labour-intensive infrastructural improvements, encourage light industry and provide improved social services for the poor, elderly and vulnerable.

AGRICULTURE

Rural incomes shall be secured by commodity exchange boards guaranteeing minimal prices for certain crops and animal products. A nationwide programme for storage and other facilities to reduce spoilage and waste will be undertaken.

Agricultural hubs will be created throughout the nation to increase production and engage in value-added processing. The livestock sector will be introduced to best modern practices and steps taken to minimize the perennial conflict over land and water resources in this sector.

Through these actions, food shall be made more abundant yet less costly. Farmers shall earn more while the average Nigerian pays less.

INFRASTRUCTURE

We shall continue the efforts of the Buhari administration on infrastructure. Progress toward national networks of roads, rail and ports shall get priority attention.

FUEL SUBSIDY

We commend the decision of the outgoing administration in phasing out the petrol subsidy regime which has increasingly favoured the rich more than the poor. Subsidy can no longer justify its ever-increasing costs in the wake of drying resources. We shall instead re-channel the funds into better investment in public infrastructure, education, health care and jobs that will materially improve the lives of millions.

MONETARY POLICY

Monetary policy needs thorough housecleaning. The Central Bank must work towards a unified exchange rate. This will direct funds away from arbitrage into meaningful investment in the plant, equipment and jobs that power the real economy.

Interest rates need to be reduced to increase investment and consumer purchasing in ways that sustain the economy at a higher level.

Whatever merits it had in concept, the currency swap was too harshly applied by the CBN given the number of unbanked Nigerians. The policy shall be reviewed. In the meantime, my administration will treat both currencies as legal tender.

FOREIGN POLICY

Given the world in which we reside, please permit a few comments regarding foreign policy.

The crisis in Sudan and the turn from democracy by several nations in our immediate neighbourhood are of pressing concern.

As such, my primary foreign policy objective must be the peace and stability of the West African subregion and the African continent. We shall work with ECOWAS, the AU and willing partners in the international community to end extant conflicts and to resolve new ones.

As we contain threats to peace, we shall also retool our foreign policy to more actively lead the regional and continental quest for collective prosperity.

CONCLUSION

This is the proudest day of my life. But this day does not belong to me. It belongs to you, the people of Nigeria.

On this day, Nigeria affirms its rightful place among the world’s great democracies. There, Nigeria shall reside forever.

The course of our past and the promise of the future have brought us to this exceptional moment.

In this spirit, I ask you to join me in making Nigeria a more perfect nation and democracy such that the Nigerian ideal becomes and forever remains the Nigerian reality.

With full confidence in our ability, I declare that these things are within our proximate reach because my name is Bola Ahmed Tinubu, and I am the President of the Federal Republic of Nigeria.

‘Start with a clean slate, make public your assets, investments’, SERAP tells Tinubu

 

Socio-Economic Rights and Accountability Project (SERAP) has urged the President-Elect Senator Bola Ahmed Tinubu to “start with a clean slate by promptly making public details of your assets, income, investments, liabilities, and interests and to encourage your Vice-President-Elect to do the same.”

 

SERAP also urged him to “immediately prioritise the full and effective respect for human rights, media freedom, the rule of law and the country’s judiciary including by promptly obeying countless court judgments which the government of President Muhammadu Buhari has repeatedly treated with utter contempt and disdain.”

 

In the open letter dated 27 May 2023 and signed by SERAP deputy director Kolawole Oluwadare, the organization said: “SERAP notes your recent promise to “kill corruption’. However, this rhetoric is nothing new: the outgoing President Muhammadu Buhari used similar hollow anticorruption phrase in 2015.”

 

SERAP said, “As Nigerians have witnessed for eight years, Buhari has neither ‘killed corruption’ nor obeyed court judgments on transparency and accountability.”

 

According to SERAP, “Widely publishing details of your assets, income, investments and liabilities and encouraging your Vice-President-Elect and others to do the same would allow Nigerians to know your worth and the worth of other public officials.”

 

SERAP said, “If your election is upheld by the judiciary, your government can use transparency in asset declarations as a means of promoting public accountability and ending systemic corruption in the country.”

 

The letter, read in part, “Buhari’s broken promises to make specific details of his assets public and to ‘kill corruption’ have opened up the country’s political and electoral processes to a money free-for-all, discouraged political participation and contributed to impunity for corruption.”

 

“Although President Buhari’s march to Aso Rock was predicated, in large part, on his campaign rhetoric to ‘kill corruption’, corruption remains widespread among high-ranking public officials and in ministries, departments and agencies [MDAs].”

 

“Making public details of your assets, liabilities, and interests would reduce unjust enrichment of public officials, ensure integrity in public offices and promote transparency and accountability as well as good governance.”

 

“Nigeria is very rich but its wealth is gravitating rapidly into the hands of a small portion of the population, and the power of corrupt enrichment has continued to threaten to undermine the political integrity of the country.”

 

“The tendency for politicians when trying to persuade Nigerians to vote for them is to conceal or hide traits that might make voters reluctant to vote them into power and to hide what they want to do with that power. But once voted into power, politicians become trustees of public wealth and resources and must remove the camouflage.”

 

“Effective enforcement and implementation of court judgments is critical to the national interest and to the restoration of the rule of law in the country.”

 

“The incoming government therefore has a responsibility to improve citizens’ trust and confidence in government. But it will be difficult for the new government to be trusted if its leaders do not come clean about their assets and incomes.”

 

“Disclosure of income, assets and conflicts of interest can serve as powerful tools to draw attention to the abuse of public office, help prosecute corrupt offenders and create a culture of scrutiny in the public sector that deters corruption.”

 

“The Buhari administration has neither ‘killed corruption’ nor obeyed the rule of law. The outgoing president seemed barely able to hide his disdain for the rule of law and judicial integrity and independence.”

 

“Under the Buhari administration, the country has witnessed a general concentration of wealth in the hands of a few politicians and elites perceived to be enriching themselves at the expense of the general public.”

 

“The Buhari administration turned the idea of the rule of law and judicial independence on its head by persistently disobeying court judgments including those ordering him to stop life pensions for former governors, and to pay journalist Agba Jalingo N30 million as damages for violations of his human rights.”

 

“The Buhari administration has also refused to obey the judgments by Justice Hadiza Rabiu Shagari ordering his government to tell Nigerians about the stolen asset it allegedly recovered, with details of the amounts recovered; and by Justice Mohammed Idris, ordering his government to publish details on the spending of stolen funds recovered by successive governments since 1999.”

 

“SERAP urges you to emulate the late former President Umaru Musa Yar’Adua who consistently published his asset declaration forms as president and governor of Katsina State. He also planned legislative reform to make it mandatory for all public officers to declare their assets publicly. He believed that publishing his assets would put pressure on other public officers to do so.”

 

“According to the Code of Conduct for Public Officers, contained in Part I of the Fifth Schedule to the 1999 Nigerian Constitution 1999 [as amended], all public officers are to declare their assets.”

 

“Paragraph 11(1)(a)(b) of the Fifth Schedule provides that every public officer shall immediately after taking office and thereafter (a) at the end of every four years; and (b) at the end of his/her term of office, submit to the Code of Conduct Bureau a written declaration of all his properties, assets, and liabilities and those of his unmarried children under the age of eighteen years.”

 

“Section 15(1) of the Code of Conduct Bureau (CCB) and Tribunal Act also requires all public officers to declare their assets.”

 

“Article 8 of United Nations Convention against Corruption provides for the codes of conduct for public officials and requires states parties including Nigeria to ensure probity in public office. Article 8(5) particularly requires states parties to establish systems that require public officials to declare their outside activities, employment, investments, assets and substantial gifts or benefits.”

 

“Article 7(1) of the African Union Convention on Preventing and Combating Corruption also provides a similar requirement for public officials to declare their assets before, during, and after serving in public office.”

 

“The Nigerian Constitution and the anticorruption and human rights treaties show the significant role that asset declaration by public officials plays in promoting transparency, accountability and preventing and combating corruption in the public service.”

 

“Section 39 of the Nigerian Constitution makes provision for the fundamental right to information. Article 9 of the African Charter on Human and Peoples’ Rights and Article 19 of the International Covenant on Civil and Political Rights also guarantee access to information.”

 

“We hope that the aspects highlighted will help guide your steps in taking steps to publish your asset declaration form and to encourage others to do so.”

In a statement released on Sunday and signed by his media adviser, Mr. Gboyega Akosile, the new portrait, which is expected to be hung in all government and non-government offices across the State from Monday 29th of May, shows Governor Sanwo-Olu in a traditional white Agbada, with a carton brown handmade cap with blue stripes that has become his brand identity.

 

The new portrait is a departure from the previous one where the Governor wears a blue suit, white shirt and blue tie.

 

The portrait was photographed by ace photographer Ademola Olaniran, who brought his depth of professionalism and creativity into the finished work.

Wike Decorates Yari With Highest Rivers State Honour

 

 

 

Former Zamfara State Governor and  Senator-  Elect , Representing Zamfara West Senatorial District , who doubles as  Senate President hopeful of the 10th Senate,  His Excellency,  Abdul’aziz Yari Abubakar was on Saturday decorated with the highest honour of Rivers State, Grand Service Star of Rivers State (GSSRS) by Governor Nyesom Wike.

 

This was in recognition of his contribution and commitment to national unity and development since he burrowed into the political circle.

 

Conferring the honour on Yari, at the pre-inauguration dinner of the state, Governor Wike said the former governor of  Zamfara State and former Chairman of Nigeria Governors’ Forum deserved the highest honour in Rivers State because he has contributed immensely to national unity and development.

 

He referred to the spectacular capital projects he carried out while he was in office as the governor of Zamfara State as model projects with underpinning legacies which speak of quality reflecting Yari’s leadership as a leader with eyes on the future.

 

In his acceptance address, former Governor Yari appreciated Governor Wike and the people of the state for deeming it fit to decorate him with the highest honour of the state.

 

He stated that the people of Rivers State were lucky to have elected and supported Governor Wike for eight years in office, saying their decision paid off in terms of socio-economic development in the state.

 

Yari said: “I want to appreciate Governor Nyesom Wike and the people of Rivers State for counting me worthy of the honour of the land.

 

“Before I leave here, I must say the people of Rivers State are lucky to have elected you (Wike) their governor eight years ago.

 

“When I looked around, I could see massive development in the state like road network. I have watched on television live how some roads were inaugurated for the benefit of people living in areas that were not connected with road before.

 

“Thank you for recognizing my contributions to the unity and development of our nation so far,” Abdulaziz Yari enthused.

 

It will be recalled that the former Zamfara State Governor, Abdul’aziz Yari is one of the leading contenders for the Presidency of the 10th Senate , a position his antecedents reflect he has the leadership quality to clinch with ease.

 

Former governor of Ekiti State, Dr. Kayode Fayemi and Governor, Kaduna State, Nasir El Rufai were among several others honoured by Governor Wike.

 

The event, which took place at the Banquet Hall, Government House, Port Harcourt, had in attendance Ondo South Senator-elect, Dr. Jimoh Ibrahim, CFR, and several dignitaries on the entourage of the former Zamfara State Governor.

There is more progress to come as Lagos State steadily journeys into the unfolding dispensation, Governor Babajide Sanwo-Olu reassured Lagosians as he took the oath to kick off his second term, on Monday.

 

The morning downpour could not water down the Governor’s will and determination to renew his pledge to Lagos citizens before whom he stood at the amphitheatre of Tafawa Balewa Square, where the Chief Judge of the State, Justice Kazeem Alogba, administered the oath on him.

 

Sanwo-Olu was sworn in at exactly 11:50am, after which the Governor stepped forward to give thorough account of stewardship of his first term. Enumerating transformations recorded by the State since 2019 under his leadership, the Governor noted that Lagos had lived up to its billing as the Center of Excellence. The State, he said, became the first sub-national to deliver an intracity rail network from its balance sheet to aid mass mobility in the mega city.

 

This, the Governor said, has further advanced the State’s development course, just as the completion of Lekki Deep Seaport has enhanced socio-economic growth and turned the State to a new logistics hub of West Africa. He said the delivery of largest rice mill in Imota by his administration was a game changer that would make Lagos a key player in food production chain on the continent.

 

Sanwo-Olu said Lagos had remained on the track of sustenance and prosperity, pointing out that his Government’s financial engineering led to the upgrade of the State to AAA(nga) status in financial sustainability and resilience by Fitch International – a feat unprecedented in the State’s annals.

 

The Governor, sharing his catalogue of achievements, also listed other notable progress made by Lagos, especially in expanding infrastructure to enhance intermodal transport system, healthcare services, education, aesthetic environment, social interventions and other areas across his administration’s development agenda.

 

“In my first term, we set the stage for transformative change. We confronted significant challenges, from improving our infrastructure to ensuring adequate social services, from grappling with economic downturns to navigating a global pandemic. Yet, we never faltered. Our challenges became stepping-stones and our trials, the foundation of our resilience,” Sanwo-Olu said.

 

Despite fulfilling some of his pledges, the Governor said there would be much more to be accomplished in the coming days as his final term begins. He said the swearing-in offered him an opportunity to acknowledge expectations of the electorate, and to rededicate his administration towards meeting and surpassing the people’s expectations.

 

Sanwo-Olu said his vision was beyond provision of physical infrastructure and working to attain good economic indicators for the State; he said he would govern to make Lagos a beacon of cultural vibrancy, intellectual prowess, and humanistic values.

 

The Governor, in his inauguration address, expanded the scope of his administration’s governing T.H.E.M.E.S Agenda. He announced three additional areas of focus which the State Government would intensify intervention in the next four years, including Social Inclusion, Gender Equality and Youth.

 

He said: “That tradition of progressive governance, of enlightened leadership, has consistently yielded fruit for us, and set Lagos up as a model State. We have lived up to our designation as Centre of Excellence, and a day like this is an opportunity to celebrate. Our people still expect a lot more from us in several areas; today is another opportunity to acknowledge our citizens’ expectations and to rededicate ourselves to meeting and surpassing those expectations. I pledge, as your Governor, to unleash greater energy in the service of Lagos. I will work tirelessly for the well-being of every Lagosian and will strive for a Lagos that we can all be proud of.

 

“It is in line with our resolve, I am pleased to announce that we are taking our governing agenda to the next level in this our second term. Henceforth, it will be known as ‘T.H.E.M.E.S Plus’, representing the incorporation of an intensified focus on Social Inclusion, Gender Equality and Youth. We are strengthening and reinforcing our governance agenda in order not to leave anyone behind on account of their social status, gender or young age; we will design all our policies and programmes to ensure that everyone is carried along and catered to. This is our solemn promise to you.”

 

Sanwo-Olu said his second term would be more rewarding for the residents, as the State would witness consolidation of his reforms and governance at higher levels. In the coming weeks, the Governor will be delivering another intracity rail network, Red Line Rail, which is at the completion stage. Lagos will also be witnessing development of a new airport in Ibeju-Lekki, Deep Seaport in Badagry and Fourth Mainland Bridge in addition to other capital projects in the pipeline.

 

The task ahead, the Governor said, would be a collective responsibility of the Government and people, noting that he would always seek partnership with the citizens in line with his administration’s mantra. He assured that his administration would continue to foster a culture of transparency, accountability and participatory governance.

 

“The greatness and strength of Lagos lie in the collective spirit of our people; whether those paying taxes, or those treating public property with care and respect, or those speaking about something when they see something going wrong or someone breaking the law. For us as government, I would be the first to acknowledge our own side of this social contract. I will not let you down,” the Governor said.

 

Sanwo-Olu eulogised President Bola Ahmed Tinubu for laying the foundation for the development of Lagos, which, he said, made it easy for the succeeding administrations to strengthen transformational governance and keep the State on the path of progress.

 

The Governor also thanked the immediate past President Muhammadu Buhari for dedicating kindness and support for Lagos, which enabled his administration to record many successes in the last four years.

 

Sanwo-Olu said he was ready to continue to offer transformational leadership to the State in collaboration with his Deputy, Dr. Obafemi Hamzat, whom he described as “loyal friend, partner-in-progress”. He promised Lagos would remain a city united by its diversity, while pledging to work till his last days in creating better future for the citizens.

 

He said: “At this moment of our history, it has fallen upon me to steer the ship and to move us closer than ever to the Greater Lagos of our dreams. Like I promised four years ago, the glitz of office will not change my personality and I will not try to become something I am not. I have strived to serve excellently, with humility, compassion, with a listening ear, bending where necessary to demonstrate that people’s welfare is at the centre of our actions.

 

“I am sending reminder to Lagosians that this land belongs to all of us, and all of us who call it home must partake in its goodness. Regardless of what language we speak, or where we trace our ancestry to, or where in Lagos we live, or what religion we profess; regardless of age or gender or political party, and regardless of how long we have called this land home; we are all united by something deep and immutable, which is our aspirations to make tomorrow better than today for us and our children.”

Lagos State Governor, Mr. Babajide Sanwo-Olu, has mourned the passage of accomplished businessman and pioneer in the private media industry, High Chief Raymond Dokpesi, describing the death as a colossal loss to Nigeria.

 

Governor Sanwo-Olu in a condolence statement issued on Monday by his Media Adviser, Mr. Gboyega Akosile, sympathised with the entire management and staff of African Independent Television (AIT) and Raypower FM as well as friends and associates of the deceased.

 

The Governor said the late Dokpesi would be remembered for breaking the monopoly of government-owned broadcasting in Nigeria with the establishment of the first private radio station, Ray Power FM.

 

“On behalf of the Government and people of Lagos State, I mourn the passage of businessman and media guru, who contributed his quota to the economy of Lagos State by providing job opportunities for many young Lagos residents in the media sector.

 

“High Chief Raymond Dokpesi was a forerunner in private broadcasting in Nigeria. He established the first privately owned television and radio in Nigeria. His bold decision to break the government monopoly in the broadcasting sector gave birth to hundreds of privately owned television and radio stations in Nigeria.

 

“He was also an active participant in Nigeria politics during the present Fourth Republic and served his party and Nigeria in different capacities. He was a philanthropist who dedicated his life to the service of his community, state, and country.

 

“I pray for the repose of the soul of the late Dr. Dokpesi and pray that God grants the media industry and the deceased family, friends and associates the fortitude to bear the irreparable loss.”

Collective action can “move mountains” for Africa

Sharm El-Sheikh, 26 May 2023 (ECA) – Deputy Executive Secretary and Chief Economist of the Economic Commission for Africa (ECA), Hanan Morsy, has called for continued collective action in support of the Africa High-level Working Group on Global Financial Architecture (HLWG).

“Our key objective is to build African consensus on what needs to be done and amplify the continent’s voice on the global stage,” said Ms. Morsy, adding, “The work of this group (HLWG) shows that when we come together, we can move mountains.”

Ms. Morsy co-chairs the HLWG with African Union Commissioner Albert Muchanga and Ghana’s Minister of Finance, Ken Ofori-Atta.

In her remarks during a meeting with heads of regional and continental institutions, held on 25 May on the margins of the African Development Bank (AfDB) annual meetings in Sharm El Sheikh, Egypt, Ms. Morsy lamented the high cost of debt incurred by African governments.

“Debt service composes 22% of revenue” in Africa, limiting countries’ ability to make essential investments in health, education, and infrastructure to help operationalize the AfCFTA.”

Ms. Morsy underscored the urgent need to fix the global debt architecture so that countries in debt distress can obtain swift and effective debt restructuring.

The ECA Chief Economist highlighted some of the near-term reform proposals put forth by the HLWG, including the need to: suspend debt service for all countries entering the Common Framework restructurings to provide relief and incentivize speedy restructurings; expand eligibility to middle-income countries; establish Expanded Creditor Committees to incorporate private sector creditors, smooth coordination challenges, and accelerate restructurings; establish a ‘Comparability of Treatment’ formula to reduce technical disputes and accelerate restructurings further; and bolder use of IMF Lending into Arrears policies to reduce leverage of holdout creditors.

Credit enhancement tools and guarantee facilities would also help unlock more resources for investment, she noted. Such mechanisms can be combined with debt-for-climate investment swaps, which allow reducing countries’ debt servicing costs and create fiscal space.

Ms. Morsy urged stakeholders to rally behind a proposal by the AfDB and the Inter-American Development Bank for the rechanneling of Special Drawing Rights (SDRs) through Multilateral Development Banks.

“This will increase the leverage of SDR resources and provide much-needed liquidity,” Ms Morsy noted.

The meeting was chaired by AfDB President Akinwumi Ayodeji Adesina, who commended the work of the ECA and the HLWG, adding that “On the issue of debt resolution, I think AfDB and ECA will continue to work very hard” to ensure that Africa has a “common voice.”

The meeting was attended by over 18 heads of African regional and continental institutions.

The High-level Working Group is coordinated by the ECA. It comprises African Ministers of Finance, Planning and Economic Development, the African Union, the African Development Bank, Afreximbank, and the World Bank, and includes the participation of IMF staff and Executive Directors. The Group serves as a forum to develop reform proposals for the global financial architecture and strengthen the African voice on the global stage.

Call for accelerated action to support structural transformation of Landlocked Developing Countries

Landlocked Developing Countries, currently experiencing economic and infrastructural challenges, need increased technical and financial support to achieve sustainable development, leaders have called during the High-level Africa regional review meeting of the Vienna Programme of Action (VPoA) for Landlocked Developing Countries (LLDCs) which opened in the Botswana Capital, Gaborone.

In a video message at the opening of the meeting, Acting Executive Secretary of the Economic Commission for Africa (ECA), Antonio Pedro, said while African LLDCs have made some notable development progress, this has not been substantial enough to reach the goals and targets set out in the VPoA.

Nonetheless, the limited progress made does not mean achievements should go unnoticed. For example, LLDs have improved access to electricity from 24 to 37 per cent between 2014 and 2020, and an economic growth forecasted at 5.3 per cent for 2023. Furthermore, work was underway to further unlock progress, including the African Continental Free Trade Area (AfCFTA).

“Successful implementation of the AfCFTA would allow for enhanced regional cooperation and economic integration on the continent and would directly address some of the challenges that LLDCs faced over the years – particularly regarding the reduction of transit costs,” he said, noting that peculiar challenges arising from their lack of access to the sea, as well as inadequate transport infrastructure were some of the challenges faced by LLDCs.

“We will have to continue our critical work addressing the unique challenges facing LLDCs, and we must do so together,” Mr. Pedro told participants, adding that the challenges of a majority of African LLDCs were compounded by a recurrent incidence of conflicts, political instability and un-receding high levels of poverty and inequality.

Africa is home to 16 of the world’s 32 landlocked developing countries, 13 of which are also Least Developed Countries (LDCs).

The two-day meeting being held under the theme, “From Vienna to Kigali: towards a new decade of partnerships for a transformative Programme of Action for LLDCs’ ‘ will review the implementation of the Vienna Programme of Action in Africa. Organized by the United Nations Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UN-OHRLLS) jointly with the ECA and the Government of Botswana, the meeting is being attended by Ministers and senior government officials from ministries dealing directly with the implementation of the VPoA.

The regional level meeting precedes the Third United Nations Conference on Landlocked Developing Countries (LLDCs) slated for 2024 which will comprehensively review the implementation of the Vienna Programme of Action for LLDCs.

Addressing the review meeting, High Representative and Under-Secretary- General Least Developed Countries, Landlocked Developing Countries and Small Island Developing States, Rabab Fatima, said the United Nations General Assembly has adopted an ambitious ‘Call for action to accelerate the implementation of the Vienna Programme of Action’ to help LLDCs effectively implement the VPOA and achieve sustainable development.

“Clearly, the targets and aspirations of the VPOA, the 2030 Agenda and Agenda 2063 are far off-track, Ms. Fatima noted, adding that, “We must double-pace our efforts to turn things around. The 3rd LLDCs Conference provides us with an opportunity to do that.”

Ms. Fatima said Africa must leverage the once-in-a-decade opportunity of the 3rd LLDC conference to mobilize global support and solidarity to strengthen partnerships to transform the lives and livelihoods of 533 million people in 32 landlocked countries.

For his part, Botswana Assistant Minister of Agriculture, Molebatsi Molebatsi, said LLDCs should not be left behind in sustainable development but need financing for better connectivity to implement the Vienna Programme of Action and to meet the Sustainable Development Goals.

Calling for the successor Programme of Action of the VPoA to be an accelerator in achieving the SDGs, Mr. Molebatsi, bemoaned that Africa’s LLDCs are locked out of global trade.

“There is a need to work together to ensure the overcoming of the common challenges we have. The use of the latest technologies will go a long way in helping us achieve this objective,” said Mr. Molebatsi.
